In response to a July court ruling suspending enforcement of Amendment 54's political contribution ban, Secretary of State Bernie Buescher, a Democrat, terminated the rulemaking process aimed at establishing enforcement mechanisms under the measure. The court's injunction comes ahead of a full hearing on the amendment's constitutionality.

In May, Face The State published applications for the position of state elections director, which we obtained through the Colorado Open Records Act. The director is tasked with overseeing the state's election and campaign finance reporting processes in conjunction with county clerks. As we later learned, the most revealing part of the application - a "narrative exam" - wasn't released.

Statewide candidates' personal financial disclosures

While elected officials and candidates are required under Colorado law to file personal financial disclosures with the Secretary of State, that information is not made available online. They are, however, public documents. As such, Face The State is posting this information on the Web as a public service.

State law requires those holding or seeking state office report sources of income as well as certain assets and liabilities. A major reason for requiring such disclosure is to aide the public in identifying potential conflicts of interest.

Buescher makes key voter registration change

"New Secretary of State Bernie Buescher made his first major elections policy change today by tweaking a rule that voter rights groups have said leads to voters being improperly purged from the rolls.

The change targets Colorado’s “20-day rule,” in which newly registered voters are booted off the rolls if the follow-up confirmation cards county clerks mail to their addresses come back undeliverable. Those confirmation cards can’t be forwarded to another address."

Gov. Bill Ritter's appointment of former state Rep. Bernie Buescher as Secretary of State was the product of a long process of public applications, interviews and public input. Ritter solicited comments from Coloradans via e-mail, the choicest of which are archived in the FTS Reading Room. But liberal activist group ProgressNow did one better, polling its members in an informal survey and bundling the results in a submission to Ritter.

"State Sen. Ken Gordon (D-Denver), a finalist for Colorado Secretary of State, sent out an e-mail congratulating Bernie Buescher on being appointed Secretary of State nine minutes before Gov. Bill Ritter made his formal announcement.

In the e-mail, acquired by the Colorado Independent's Ernest Luning, Gordon said he thought Buescher would "do a good job" as Secretary of State."
