As enacted last year, Amendment 54 prohibits any company or individual receiving a so-called "no-bid" government contract from giving political contributions to those who awarded them the work. The idea is to keep political donations from being used to buy influence with elected officials.
Not surprisingly, unions and others with their hands deep in the public till cried foul. Recently, a judge issued an injunction against Amendment 54, taking the teeth out of a common-sense good government measure. The matter will almost certainly go to the state supreme court. Even if the clause on political giving is stripped out, justices should leave standing the requirement for a database of no-bid contracts, so at least voters can easily find out who may be buying their way to government work.
