I love the citizen’s initiative. Representative government works great for most things, and none of us want to be bothered with the day-to-day minutiae of lawmaking. But on some issues, our elected leaders either lack the will or determination to pass laws desired by a majority of Coloradans. That’s when it comes time to collect signatures and place an initiative on the ballot.
Right now the rules are exactly the same to pass a law by initiative as it is to amend the Constitution. And since lawmakers can’t turn around and change the Constitution like they can laws, many initiative campaigns prefer that route. Lawmakers are asking your approval this November of Referendum O, which provides some incentive to pass new law instead of amending the Constitution.
