Tom Lucero, campaign manager for Clean Government Colorado, the committee backing Amendment 54, called in Tuesday morning to explain the citizen-initiated measure. If passed, 54 would bring an end to campaign contributions from businesses receiving "no-bid" contracts from state or local government.
