Bill Ritter has asked department heads to submit plans for 10 percent reductions in spending to patch a $384 million budget hole. But will he realize the necessary savings through "across-the-board" style cuts, or by nixing unnecessary programs, leaving more vital functions untouched? Also, U.S. Rep. Betsy Markey remains uncommitted on "cap and trade," despite its likely very negative impact on her district.
